EMERGENCY MEDICAL SERVICES
EXECUTIVE DIRECTOR

 SALARY RANGE: $44,000 – $52,000/yr. FLSA STATUS: TO BE DETERMINED

GENERAL STATEMENT OF DUTIES: The position performs responsible administrative work in planning, organizing and directing the Emergency Medical Services Program for the Walkerton Lincoln Fire Territory.

DISTINGUISHING FEATURES OF THE POSITION: This position plans, directs, and administers the Emergency Medical Services Program for the Walkerton Lincoln Fire Territory (WLFT). The work includes responsibilities for the selection of equipment and vehicles and for assuring that EMS personnel are properly trained in emergency medical care services. The work is done under the general supervision of the Saint Joseph County Emergency Medical Control and Commission, by review of records, reports, board meetings, and the overall effectiveness of the Emergency Medical Services Program.

EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

  • Plans, organizes, administers, and supervises the emergency medical services program according to established policies and procedures;
  • Coordinates emergency medical services with local medical, fire protection, law enforcement, rescue agencies, and ambulance services;
  • Recruits, supervises, and evaluates the work of departmental employees; administers the evaluation and disciplinary processes and addresses personnel issues;
  • Prepares and administers the emergency medical services budget and works closely with the Town of Walkerton Clerk to monitor the budget;
  • Attends meetings and conferences: gives talks to service groups and other agencies about emergency medical services;
  • Responds to disasters to monitor and coordinate emergency medical services in conjunction with other local officials and agencies;
  • Maintains training and recertification records for emergency medical services personnel;
  • Serves as a liaison between the department and other agencies by being involved in attending meetings of various departments and committees;
  • Coordinate with the media, business, and public agencies to develop and maintain public information and educational programs;
  • Plan, organize and administer all training programs to ensure compliance with local, state, and federal regulations;
  • Coordinates and administers a quality assurance and improvement program aimed at improving the quality of emergency medical services;
  • Plan and/or coordinate the maintenance of EMS facilities and equipment to ensure continuous readiness for immediate activation if needed; and
  • Works on either an A, B, or C 24 hour shift rotation.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES: The position requires a thorough knowledge of the laws, regulations, and policies of governing emergency medical services and care. Considerable knowledge of advanced emergency care practices, procedures, and techniques. Ability to plan, organize and direct operations of an emergency medical services department. Must have a strong ability to communicate orally and in writing and to maintain effective working relationships with employees and other agencies. A thorough knowledge and skillset related to the management of employees is required, including the ability to motivate, discipline, and develop a quality workforce. Ability to prepare clear and concise records, reports, and files. Knowledge of computers and effective procedures for their use, including an ability to use Excel, ESO, and other applicable software. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to the most sensitive inquiries and complaints. Ability to work with mathematical concepts such as fractions, percentages ratios, and other functions. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

ACCEPTABLE EXPERIENCE AND TRAINING: Graduation from an accredited four-year college or university with major course work in public or business administration or a field related to emergency medical care is preferred, or real-life experience. Experience in advanced life support as an EMT supplemented with a minimum of five years of progressively responsible emergency medical care supervisory and management experience. Equivalent combinations of experience, education, and training, which provide the required knowledge, skills, and abilities, will be considered.

ADDITIONAL REQUIREMENTS: Ability to obtain a valid driver’s license issued by the State of Indiana and an Advanced EMT license in Indiana as soon as possible.

OTHER REQUISITES: From time to time the incumbent may be assigned special duties by the WLFT EMS Board of Directors or, on a temporary basis, may be asked to assist other local Governments and public agencies. This job description should not be construed as an all-inclusive statement of every task required of this position, but as a fair representation of the great majority of the work. Every effort will be made in advance to inform the incumbent of the temporary additional assignment, which under no circumstances are intended to constitute a demotion.

PHYSICAL REQUIREMENTS: Task involves the regular, and at times sustained performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 lbs.) items.

ENVIRONMENTAL REQUIREMENTS: For the majority of tasks the work is performed in a controlled office environment. There are however exposures to adverse environmental conditions during emergency activities.

SENSORY REQUIREMENTS: Task requires color perception and discrimination. Task requires sound perception and discrimination. Task requires odor perception and discrimination. ADVANCED EMT

SALARY RANGE: $39,500/yr. with higher compensation expected Jan. 1, 2022
FLSA STATUS: NON-EXEMPT

The primary focus of the Advanced Emergency Medical Technician is to provide basic and limited advanced emergency medical care and transportation for critical and emergent patients who access the emergency medical system. This individual possesses the basic knowledge and skills necessary to provide patient care and transportation. Advanced Emergency Medical Technicians function as part of a comprehensive EMS response, under medical oversight. Advanced Emergency Medical Technicians perform interventions with the basic and advanced equipment typically found on an ambulance. The Advanced Emergency Medical Technician is a link from the scene to the emergency health care system.

This position reports to an EMS Director. Advanced EMTs are accountable for responding to all assigned calls in the most appropriate and efficient manner, providing the highest standards of patient care while providing a safe and hazard-free environment. The Advanced EMT contributes to overall patient care in the areas of patient assessment, treatment, packaging, and transport.

Major Duties and Responsibilities:

  • Prompt and regular attendance at work.
  • Provide quality patient care utilizing approved medical protocols.
  • Assess and treat with appropriate techniques (resources and equipment), any medical situation while maintaining the highest standard of patient care and professionalism according to current company standards.
  • Must maintain a neat and professional appearance at all times in accordance with the Policy and Procedures.
  • Maintain the ambulance and equipment in a clean, organized, and response-ready mode.
  • Complete all patient care reports for each response with appropriate and accurate patient care documentation and billing information.
  • Maintain a positive and professional working relationship with other individuals within the community and EMS system.
  • Responsible for adhering to all policies and procedures provided in the Policy and Procedures Handbook (PPH).
  • Executes duties according to WLFT Emergency Services protocols under the direction of the WLFT EMS Director.
    Responsible for complying with all local, state, and federal laws (i.e. HIPAA and OSHA).
  • Responsible for maintaining current national and state certifications.
  • Must attend all mandatory educational trainings and quality assurance sessions. Performs other such duties as may be required.

Minimum Qualifications: Current AEMT certification as an Advanced EMT. EMS Driver Certification Must be at least 18 years of age.

Physical Requirements: The employee is regularly required to use hands to feel or handle; reach with hands and arms; and talk and hear. The employee is required to frequently stand and walk. The employee is required to sit, climb and balance; step, stoop, kneel, and crouch. The employee must be able to frequently lift and/or carry a minimum of 140 pounds up to 200 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Working Environment: The employee works outdoors and indoors with occasional exposure to hazardous conditions and /or exposure to blood/body fluids. Respirator usage is required, and the employee may be exposed to fumes/odors, can work extended periods of time, and endure temperature variations. The employee will work with others, have face-to-face contact with others, be exposed to noise, and operate mechanical and electrical equipment. The employee is assigned shift work and performs duties frequently related to a mobile environment while being in confined areas at times.

Water/Electric Laborer Position

The Town of Walkerton Utilities currently has an opening for a Water/Electric laborer.  No experience needed but a background in water line repairs or electric experience is valued. The qualified applicant must be available for on-call after-hours work in addition to regular hours. The applicant may be subjected to working under adverse weather conditions.  A drug screening and background check will be required prior to employment.  

Qualifications: 

  • High School Diploma or equivalent
  • Preferred (but not mandatory) to be within 15 minutes of 649 Liberty Street Walkerton, IN
  • Ability to read and interpret written work orders
  • Ability to lift and manipulate heavy objects.
  • Basic mechanical and electrical knowledge
  • Ability to stand, crouch, and kneel for extended periods
  • Must obtain Class B CDL within 6 months of hire
  • Full-time position 7:00 am to 3:30 pm Monday-Friday
